CENTRE FOR FINANCIAL REGULATION AND ECONOMIC DEVELOPMENT (CFRED)

CUHK LAW formed this Centre for Financial Regulation and Economic Development (CFRED) in 2010 to support and facilitate research in all areas of law affecting commerce and business dealings, including the fields of banking law, capital markets, commercial law, contract law, corporate law, investment law, intellectual property, securities regulation, international trade law, tax law, and any other economically focused area of law in which a member of the CUHK LAW addresses his or her research.

CFRED is currently led by Prof. David C. Donald serving as the Executive Director and Prof. Sandra Marco Colino serving as the Deputy Executive Director.

CFRED aims at knowledge transfer and has organized over 20 conferences, 13 workshops and 110 seminars. Through these events, CFRED invites scholars, regulators and practitioners from around the world to share their findings, as well as professional knowledge with the public.

In 2017, CFRED has reorganised from its focus on event management to a research project focus with its first research project in the area where newer technology overlaps with law. Currently, the topics receiving the most attention are referred to as FinTech, RegTech and LawTech. Essentially, we will investigate applications of data analytics, machine learning and distributed ledger technology (aka ‘blockchain’) as means to improve regulation, understand legal development and expand the possibilities of automated legal transactions (aka ‘smart contracts’).

In conjunction with this project, CFRED has created a ‘Machine Lawyering’ blog to gather comments on publications and developments in the area sketched above.

CFRED actively seeks affiliations and collaborations with leading research centres and institutes located worldwide that pursue aims similar or complementary to its own, whether those centres or institutes be in universities, the public sector or privately managed. In particular, CFRED aims to have solid links in each of four economic areas: China, Asia generally, Europe and North America.
