In view of the severe COVID-19 situation, please be informed that the sessions of the Structured Manager Training Programme conducted on or before 28 February 2021 will be switched to “ZOOM” real time online teaching. Details concerning the arrangement of “ZOOM” real time online teaching will be sent to all participants via email.

Under the principle of school-based management (SBM), aided schools are given more autonomy and greater funding flexibility to manage the operation and resources of the schools for the provision of quality education. In return, schools are expected to be more transparent and accountable for their operation and all key stakeholders should be involved in the decision-making process. As members of the Incorporated Management Committees (IMCs), school managers, in particular the supervisors, play an important role in leading and steering the school for continuous development and improvement, as well as providing an all-round education for students. The Education Bureau has commissioned The Chinese University of Hong Kong to organize the Structured Manager Training Programme aiming to enable serving and potential school managers to have a better understanding of their roles and responsibilities as school managers, and of school operation and management skills.
A total of 15 courses of 3 Programmes, namely Programmes A, B (Parts 1, 2A & 2B) and SV, are offered. Participants may enrol, free of charge, in the programme that best suits their training needs. Serving and potential school supervisors/managers are welcome to apply

Programme A
The aims of the programme are: (i) to enable participants to have a better understanding of their roles and responsibilities as school managers under the spirit of SBM; and (ii) to equip participants with the basic knowledge and skills essential to school managers and enable them to communicate and work in collaboration with other members of the IMCs for the benefits of the students
Programme B
The aims of the programme are: (i) to enable participants to be more confident of leading the school from strength to strength under the spirit of SBM; (ii) to broaden participants’ perspectives in assuming strategic leadership to take forward school development and understanding legal matters related to school governance so as to equip them to be more effective school managers.
Programme SV
The aims of the programme are four-folded: (i) to develop the school supervisors into effective leaders who understand more about the spirit and essence of participatory governance, as well as their roles and responsibilities as stated in the Education Ordinance, for maintaining quality IMC operation; (ii) to enable school supervisors to be more confident of leading the team of school managers, who are of six different categories and have diverse background; (iii) to enable school supervisors to set the direction for strategic development and improvement of the school, as well as to ensure the school’s compliance with the rules and regulations governing school operation, and (iv) to equip school supervisors with essential knowledge and skills related to crisis management, complaint handling, media handling and settling disputes by mediation etc.
The aims of the programme are: (i) to enable participants to have a better understanding of their roles and responsibilities as school managers under the spirit of SBM; and (ii) to equip participants with the basic knowledge and skills essential to school managers and enable them to communicate and work in collaboration with other members of the IMCs for the benefits of the students

The target participants of the programme are serving or potential school managers of aided schools who are not working in the education-related fields or not familiar with education and school operation in Hong Kong.
Programme B
The target participants of the programme are serving or potential school managers of aided schools who are quite familiar with education and school operation in Hong Kong or have completed Programme A.
Programme SV
The target participants of the programme are serving or potential school supervisors of aided IMC primary, secondary and special schools; priority will be given to the new supervisors (with less than two years’ service) and supervisors whose schools belong to single-school SSBs or SSBs operating only a few schools.
The target participants of the programme are serving or potential school managers of aided schools who are not working in the education-related fields or not familiar with education and school operation in Hong Kong.
Programme B
The target participants of the programme are serving or potential school managers of aided schools who are quite familiar with education and school operation in Hong Kong or have completed Programme A.
Programme SV
The target participants of the programme are serving or potential school supervisors of aided IMC primary, secondary and special schools; priority will be given to the new supervisors (with less than two years’ service) and supervisors whose schools belong to single-school SSBs or SSBs operating only a few schools.
