Physical Development- Half-yearly Progress Report

For the Period Ended 30th December 2020

This half-yearly report covers the progress of Capital, Alterations, Additions, Repairs and Improvements (AA&I) as well as major renovation, spatial reorganization and fitting out projects delivered by the Campus Development Office (CDO) from July to December 2019.

 

Executive Summary

Capital Programme:

Significant progress was registered in both capital, AA&I and major fitting out projects in spite of the COVID-19 outbreak and the social issues experienced during this reporting period. While health monitoring measures were implemented in construction sites to secure workers and environmental safety, persistence efforts have been made by the project teams, CDO and building / user committees through internet communication and Zoom Meetings to facilitate the projects. For the capital projects under construction on campus, site formation and piling works were substantially completed for the new hostel of New Asia College under the Hostel Development Fund; loading test for Building Authority’s acceptance and preparation works for superstructure construction were in progress. Superstructure construction was also in steady progress for the privately funded Chung Chi Student Development Complex and Staff Quarters; heading for topping out in 2021.

During the reporting period, detailed design was substantially completed for the new hostels of United College and Shaw College under the Hostel Development Fund. As tender was called for the foundation and site formation works of the Shaw College hostel; design development and tender documents were under preparation for the main–superstructure tender. Foundation and main-superstructure tender was also called for the redevelopment of the Art Museum Annex while demolition and site preparation works were in good progress.

Building Committees have been set up to gather users’ requirements and consultants’ procurement were being conducted to start up the detailed design of the new 250-bed Hostel for Wu Yee Sun College, and Proposed Teaching-Research Complex in Area 39 for the Faculty of Medicine funded by the Food and Health Bureau (FHB).

Through vigorous submissions and liaison with the Government bodies, four new capital projects to meet
with the University’s strategic development were successfully selected to Category B- in the Capital Works Resource Allocation Exercise in fall 2020. Funding support was also secured to start up the preconstruction works of consultants’ procurement and detailed design in 2021. (Appendix A3 – UGC letter dated 15 October 2020 refers).

As the Legislative Council (LegCo) have resumed their meetings to process various funding applications in the 2020-21 legislative year, support was sought from the Panel on Education in November 2020 to construct the Proposed Centralized General Research Laboratory Complex (Block 2) in Area 39. Approval of construction funding would be pending LegCo Public Works Sub-Committee and Finance Committee’s review in early 2021. In the meantime, parallel tender was called to secure firm pricing for the foundation and main-superstructure works; getting ready for contract award once the funding is available. Related land formation of the Area 39 was also completed by Civil Engineering and Development Department to prepare for site possession accordingly.

As FHB’s capital works funding for the last phase of improvement works to the Choh-Ming Li Basic Medical Sciences Building was awaited, progressive liaison was maintained with FHB to provide CUHK with the needed facilities and new buildings in association with the Redevelopment of the Prince of Wales Hospital. FHB had also clarified that these provisions would not be accountable under the UGC space inventory.

 

AA&I, Renovation and Minor Works Projects:

During the reporting period, substantial completion was achieved for a new round of Alteration, Addition and Improvement projects on campus as well as the fitting out of a number of Innovation and Technology Commission funded Health@InnoHK and AIR@InnoHK research centres in the Hong Kong Science & Technology Park.

Under the University’s minor works funding, asset enhancement for University Guest House Systems’ Chiang’s Building was completed in July 2020 to provide 64 renovated guest rooms and supporting facilities. The non-domestic floors of former Inter-University Hall near the MTR Station were also renovated into an InnoHub for knowledge transfer and incubation; operations commenced in phases from July to December 2020. In parallel, fitting out works for GMP lab in the Hong Kong Institute of Biotechnology was also in good progress; heading for completion in early 2021.

Funding liaison was in progress with the UGC regarding a new round of five new AA&I project proposals; namely laboratory fitting out, animal holding facilities, slope stabilization, universal access and art museum improvement works.

In response to an earlier conversation between the Government and the University Management, a Preliminary Master Plan Concept was also compiled to explore the potential redevelopment of the existing Public Transport Interchange near the MTR University Station and the adjacent areas; to cater for CUHK and CUHK Medical Center’s future expansions and long range developments in the vicinity
