Pinyin: Bao gong bao gan, bao chan dao hu, hei mao, bai mao, zhuo dao lao shu shi hao mao
English: Provision system, Fixing farm output quotas for individual households

Deng Xiaoping writes:
Chinese: 黑貓, 白貓, 捉到老鼠是好貓
Pinyin: Heimao, baimao, zhudao laoshu shi haomao
English: “White cat, Black cat: as long as it catches the mice it is a good cat”

Notes: The “Provision System” (包工包乾, bagong baogan also known as 包乾制, baoganzhi) was system in which “the government distributed a fixed amount of provision cash, and the recipients could dispose of them as they wished” (Li, 1995: 15). The method was repudiated during the Cultural Revolution. The “Fixing farm output quotas for individual households” (包產到戶, baochan daohu) was a system to fix output quota for individual households in the rural areas. It was implemented in the early 1960s, and then repudiated during the Cultural Revolution (Li, 1995: 15)
