工人姊姊在香港 | Migrant domestic workers in Hong Kong
每天,在街上、公園、街市,外籍家庭傭工每天與我們在城市裡擦肩而過。在香港高昂的生活成本下,照顧者與家務勞動工作往往外判予工人姊姊身上。
工人姊姊們離鄉別井,每一位異鄉人都有著自己的故事。來自印尼、菲律賓和孟加拉的30多萬外籍家庭傭工每天處理僱主的「家頭細務」,通過近乎無間斷的工作時間,為香港無數家庭分擔照顧者的責任。一星期只有一天的休息日,工人姊姊得以放下工作與同鄉、朋友們聚會。
Foreign domestic helpers are major stakeholders in our city. They sit our babies, keep our home clean and do grocery for us on a daily basis.
Migrant domestic helpers have been displaced from their home countries, and each one of them has their own story. More than 300,000 foreign domestic helpers from Indonesia, the Philippines and Bangladesh handle their employers’ household chores every day, sharing the responsibility of caregiver for countless families in Hong Kong. With only one day off a week, these workers are able to leave their work and get together with their friends.

東南亞塑膠污染問題 | Plastic pollution in Southeast Asia
塑膠作為廉價的物料,亦為即棄文化的象徵。塑膠的普及隨著人類發展的足跡漂浮,伴隨著的污染問題,不論是人類,還是環境生態也無一倖免。當中發展中地區的塑膠污染問題尤其值得關注。在東南亞,城鄉差異加上缺乏有效法規和基礎廢物處理建設的情況下,一些區域的塑膠污染問題尤為嚴重。即便在大城市,不少地方依然會以直接燃燒作為日常垃圾的處理方法,塑膠進入空氣、河流、土地,人類每日也在這種環境生活。
來自菲律賓及印尼的工人姊姊們每天為香港家庭買餸煮飯,為家鄉的家人賺取生活費。當我們談及環保、走塑時,社會往往忽略工人姊姊們也是關鍵持份者——從處理僱主家庭裡的垃圾,到分類回收——工人姊姊的角色和崗位,實為本港減塑減廢的一個重要樞紐,直接影響著不少本港家庭的減塑減廢成果。
面臨鄉土被污染,在異鄉的姊姊們,從姊姊的視角又如何看待本港的環保議題以及家鄉的情況?在香港的情況——減塑減廢的趨勢下,了解姊姊們的日常習慣以及環保意識的情況,實為重要。
The issue of plastic pollution is a significant concern in developing regions, particularly in Southeast Asia. Certain areas within Southeast Asia face severe plastic pollution due to urban-rural differences and the lack of effective regulations and basic waste treatment facilities. Even in major cities, burning is widely used as the daily waste disposal method, leading to severe contamination of the air, rivers, and land.
When we talk about environmental protection and plastic reduction, the community often overlooks the fact that domestic helpers are also key stakeholders – from doing groceries, handling garbage at home and recycling. Migrant domestic workers play a crucial role in reducing plastic and waste in Hong Kong households, serving as a key pillar in efforts to minimize plastic and waste in the city.
How migrant domestic workers look at the environmental issues in Hong Kong, and the pollution situation in their hometowns? It is important to understand the daily habits and environmental awareness in the context of Hong Kong’s municipal solid waste reduction.

繼南丫島淨灘活動、DESIGN THINKING設計思維工作坊後,「PLASTIC-FREE TOGETHER」計畫迎來「田野考察」階段。1月28日與2月4日,學生走進中環皇后像廣場與維多利亞公園,拉近與工人姊姊的「陌生人」距離,通過短片放映、問卷採訪形式與工人姊姊打開跨文化對話。其中,放映精選塑膠在菲印跨文化漂流的故事短片,學生與姊姊共同想像塑膠、此地與他方;基於短片放映,學生將與姊姊展開問卷採訪和對話,了解工人姊姊的塑膠使用認知和習慣:工人姊姊幾時最常用到膠袋?她們對垃圾徵費制度的認識如何?我們都面臨著哪些減塑的考驗?
兩天的考察下來,我們希望看見塑膠的跨文化面向,共同探索環境知識與社會改變。
Following the beach clean-up on Lamma Island and the design thinking workshop, the “Plastic-free together” project moved to “fieldwork”. On January 28th and February 4th, students visited Central and Victoria Park to engage in cross-cultural dialogue with domestic helpers through film screenings and questionnaire interviews. Through screening videos about plastic waste in the Philippines and Indonesia, students and domestic helpers collectively explored the impact of plastics in different places. Students then conducted questionnaires, interviews and dialogues with the helpers to understand their knowledge and behaviors related to plastic use: What is their idea of the forthcoming MSW Charging scheme? What challenges do we all face in reducing plastic use?
Through two days of research, we aimed to discover the cross-cultural aspects of plastic waste and embark on a collective exploration of environmental awareness and social change.

放映及田野考察於 2024 年 1 月 28 日和 2024 年 2 月 4 日舉行,共有 35 名大學生和 9 名菲律賓工人姊姊共同參與。學生與工人姊姊分组,在中環和銅鑼灣與工人姊姊們開展「環境對話」。
社會創新研究中心團隊設計了一份問卷,記錄工人姊姊對香港即將推行的垃圾收費及減廢減塑政策的理解和意見,為期兩日的活動,共接觸近200名來自菲律賓和印尼的工人姊姊。
此外,學生們就著DESIGN THINKING 工作坊的「原型」向工人姊姊收集了意見。
The screening sessions were held on 28 Jan, 2024 and 4 Feb, 2024. There were in total 35 university students and 9 Filipino migrant domestic helpers participated in our field studies. Students were grouped with migrant domestic helpers and had environmental communication with the helpers in Central and Causeway Bay.
Our team designed a survey to record the response from Indonesian and Filipino domestic helpers related to the understanding and opinions on the up-coming MSW charging, single-use plastic ban, and waste reduction policies in Hong Kong. We have reached out to 197 migrant domestic helpers in the 2-day screening sessions.
Students also collected opinions from domestic helpers on the prototype designed at the prior workshop.

學生的一點感想

可能因為有時候一些工人姐姐,她們掃不了碼或者掃碼會很困難,所以我們其實是有一個一個的,幫她們去填完這些問題。
然後我們會發現,其實她們對於環保,循環這方面都做得很好。但是在垃圾分類的方面,可能她們更多可能會跟隨她們雇主的態度。
有一些是,她們跟老人家住在一起,老人家沒有這個意識,然後她們也不會說會去關注垃圾分類。然後還有一個點是,我覺得她們收到最後的小禮物都會非常開心,就是我自己也會很開心。

Some workers may struggle to scan QR codes or find it challenging to do so. Therefore, we have to assist them one by one in completing the survey.
We realized that they were actually doing very well in environmental protection and recycling. However, in terms of waste sorting, they may follow the attitude of their employers.
For example, in case they cater to the elderly who do not have this kind of environmental awareness, they may not pay much attention to waste sorting. Finally, they were delighted to receive the gift souvenirs from us.

通過訪問我了解了很多,原來印尼那邊他們處理垃圾的方法有很多不同,有些姐姐分享說他們會燒垃圾,然後再訪問多幾位姐姐,他們也會提起(燒垃圾),因為政府不會幫他們清理。但是訪問多幾次之後,很多姐姐提同一件事,原來是一些市中心的地方是不可以燒垃圾的,市中心以外才可以燒,可能就是政府去清理,但是人們很多也亂扔垃圾。
訪問不同的人,用同一樣的問題,然後就會更加了解那個題目。究竟這個群體是怎麽想這個問題的。我覺得這個過程可以更加了解什麽是文化,還有他們的社會是怎樣。

During the interview, I gained insight into how waste is managed in Indonesia. Some sisters mentioned that they burn trash in their hometown. As we spoke with more sisters, it became apparent that they resorted to burning trash due to a lack of government assistance in waste management. This idea was echoed by several other sisters we interviewed. As more questions were asked, we discovered that burning trash was permitted in suburb areas but not in the downtown area. In downtown, the government may be responsible for waste management, yet most people are still littering.
Interviewing different people with the same set questions, it will give you a better understanding of the topic. How does this group think about the problem? I think it’s a good way to understand more about what the culture is and what their society is like.

我正在讀城市研究,我覺得這次是一次很好的機會,可以讓我和那些姐姐聊天,了解到她們日常生活的習慣。
比較有趣的點,是我發現原來其實很多菲律賓或者印尼姐姐的環保意識都很高。她們以前在她們鄉下那邊,其實很多地方會有一些政策去禁用膠袋,或者是會提醒她們用紙去代替膠袋。其實她們會將這個習慣帶到香港,她們的環保意識都很高。

I am studying Urban Studies and I think this is a good opportunity for me to chat with the sisters and learn about their daily habits.
What is more interesting is that I found out that many Filipino or Indonesian sisters have a very high awareness of environmental protection. They are used to policies on plastic bags ban in their hometowns. They brought the habit of using paper and strong environmental awareness to Hong Kong.

我有兩點感受:一個是,當我們採訪這些,印度尼西亞的姐姐的時候,談到環保這個議題,她們出現了兩種態度:一個態度是很樂於去談,還有一種態度就是可能她們沒有相關的經驗,所以不敢去談。而那些樂於去談經驗的這些姐姐,讓我感覺到她們對香港這座城市有非常強烈的一種認同感。不論她們來自哪裡,或者說她們去哪裡工作過,她們都會把香港放在第一名或者第二名的環保城市。這讓我感到很驚訝,也讓我很好奇,香港政府到底在這方面曾經做過一些什麽?我覺得應該是做了很多調整,一開始沒有做對,但是後面做對了。我來自長沙,所以我覺得這值得我們長沙這種所謂的花園城市去學習。
然後第二個感受,我覺得城市裡的人和這座城市是相互成就的,我覺得香港不僅僅是在環保上應該做了什麽努力,它應該在各個方面,都做了很多的工作,才使得來到這裡的異鄉人,能夠有這樣子的認同感、這樣的歸屬感。而且印尼的這些姐姐,可能她們的家鄉都是污染很嚴重的,那為什麽到了這裡之後,她們會樂於參與到這些環保的項目當中?
有意識或者無意識,我覺得這不僅僅是政策的問題,我覺得這也是這座城市的魅力。

I share two observations from the interviews: First, some were enthusiastic to discuss it; others were hesitant. Those who were willing to share their experiences displayed a strong sense of identification with Hong Kong as a city. Regardless of their origins or work history, they often ranked Hong Kong as one of the top green cities. This revelation surprised me and prompted me to ponder the actions taken by the Hong Kong Government in this regard. While the government may have initially made mistakes, they eventually made the right decisions. I believe there is value in learning from the example of my hometown: the so-called garden city of Changsha in this aspect.
Second, I believe that both the residences and the government are responsible for making the city green. Environmental protection efforts in Hong Kong, as well as advancements in all aspects, have created an environment where foreigners can feel a strong sense of identity and belonging. Last, Indonesian sisters seemed happy to participate in environmental programs in Hong Kong.
I believe that this sense of connection is not solely a result of policies but also reflects the charm of this city.

關於他們在環境友善那些社群的時候。其實很多姐姐都說過之前在他們的家鄉的時候,是有參加過類似的活動的,比如說會去海邊撿垃圾,或者週末的時候和朋友在路邊一起撿垃圾。
但是因為來到香港之後,因為他們這份工作導致每個星期只有一天的時間是空閒的,基本上就沒有人再去參與這樣的社群或者是活動,體現了一種關於勞工和姐姐們環境保護意識之間的平衡。

We discussed the environmentally friendly community initiatives in their hometowns. Many sisters mentioned that they had taken part in similar activities back home. In fact, several sisters shared that in their hometowns, they used to engage in activities like beach clean-ups or collecting trash with friends along the roadside on weekends.
Upon arriving in Hong Kong, due to their work commitments, they only have one day off per week. As a result, very few participate in such community activities here, highlighting an imbalance between labor and their environmental commitment.

之所以參加這個活動,是因為我之前寫過一篇文章是關於在香港工作的外籍家庭傭工,有讀過很多關於他們在香港的一些生活、工作待遇方面的一些文章,對這個群體會比較感興趣。
今天這個活動主要是講的是PLASTIC WASTE FREE,採訪中有些工人姐姐告訴我們,其實他們僱主對於環保的理念,其實可能還沒有她們強。
我覺得一個原因是這些HELPER的意識強⋯⋯可能她們是因為真正在做這件事情的人,所以會比較強一點。
其實不管是意識強和弱,在這個社會每一個群體都要有這種意識,因為社會不是一個單一群體所存在的。只有生活在這個社會的每一類群體都有共同的意識,然後共同做出一些努力,才能讓我們整個社會會變得更好一點。

I joined this activity because I previously wrote an essay on foreign domestic workers in Hong Kong. After researching their lives and working conditions, I became more interested in this community.
Today’s focus is on reducing plastic waste. During the interviews, some domestic helpers mentioned that their employers may not prioritize environmental protection as much as they do.
I believe that these helpers have a strong awareness of environmental issues, which motivates them to take action. Regardless of the strength of this awareness, every walk of society should share a common environmental commitment. By working together, we can make our society a better place for all.
