Background
The Continuing Education Fund (CEF, 持續進修基金) is a HKSAR government initiative to subsidize local adult residents with learning aspirations in pursuing continuing education and training courses. Various CLC programmes have been added into the list of reimbursable courses for Continuing Education Fund purposes. Students who fulfill the following requirements can consider applying for CEF to partly fund their study programme. Eligible students are entitled to a 60-80% refund on course fees with a ceiling of HK$20,000 per person in a lifetime (for courses opened on or after 1 April 2019).
Eligibility
The students should be:

Hong Kong residents who have the right of abode or the right to land or to remain in Hong Kong without restriction; i.e. “A” (right of abode), “R” (right to land) or “U” (remain in Hong Kong without restriction) should appear below the date of birth on the HK Smart ID card. For details of the meaning of symbols, please visit the website of the Immigration Department http://www.immd.gov.hk. Holders of a one-way permit from Mainland China may also apply;

18 to 70 years old at the time of application and at the time of seeking reimbursement for course fees.
Programme requirements
Programmes with Cantonese or Chinese reading elements for non-Chinese speakers
CEF is only applicable to selected Cantonese programmes with Chinese reading elements. For native Chinese speakers, selected Cantonese programmes have been added to the list of reimbursable courses with intake from January 2020.
Foundation Certificate Programme in Chinese Reading

This course is recognised under the Qualifications Framework (QF Level two)
This course has been included in the list of reimbursable courses under the Continuing Education Fund. Registration number: 38C123634.
Requirement: To study two 40-hour Chinese reading-related modules or three 33-hour Chinese reading-related modules. The minimum required number of study hours is 80. Please click here for course details.
Foundation Certificate Programme in Integrated Chinese Communication for Workplace
職業中文綜合溝通基礎證書課程
This course is recognised under the Qualifications Framework (QF Level two)
This course has been included in the list of reimbursable courses under the Continuing Education Fund. Registration number: 38C123642
Requirement: To study at least one Chinese reading-related module and at least one Cantonese module. Depending on a student's schedule, one will have to study 2 to 3 modules in fulfilling the programme's minimum 80 contact hour requirement.

Reimbursement notes

ALL students are required by CEF to fill in and sign a declaration before the start of the first lesson.

No other discount or concession can be used together with CEF in the same course.

The study credits earned from the CEF course listing above are mostly non-transferable to other award-bearing programmes, such as Certificate, Diploma, and Advanced Diploma Programmes. Students are advised to consult CLC before application

Students should take good care of the receipt(s) pertaining to the course. This is required during the reimbursement procedure, which must be done in-person at the CEF office after finishing the course.

The reimbursement application should reach the CEF office within one year after completion of the course.
Remarks:

Some CEF reimbursable courses are not always available due to enrolment requirements. Students are advised to have a flexible schedule and study scheme in line with the CEF requirement to increase the chance of getting a course reimbursement.
