4 Chinese University Bulletin No.2, 2021 Geographically and demographically speaking, the Greater Bay Area is ‘great’ in its truest sense. By combining Hong Kong and Macau with the nine municipalities located in Guangdong Province, the GBA is the world’s largest and most populated bay area, pooling together an astronomical amount of RMB 11 trillion in GDP, which is one-seventh of China's total economic output. With such economic significance and rich resources concentrated in this region, transforming the GBA into a world-leading business and technological hub is definitely more than just a fairy tale, or a pipe dream. To this end, the Hong Kong SAR government, together with its counterparts in the GBA, signed an Outline Development Plan in 2019, aspiring to enhance the leading role of the GBA and deepen cooperation among the Mainland, Hong Kong and Macao through a wide variety of parties, including businesses, industries, R&D offices and, most notably, higher education institutions.
