The new policy regarding the recruitment and retention of human resources is designed to increase the attraction of working at The Chinese University of Hong Kong. Our emphasis, on good teaching of a flexible curriculum, on excellent research opportunities, on worldwide linkage, and on substantive interaction with society, permits staff, old and new, to seek career advances based on their own strength and inclinations. The new policy of offering flexible employment terms and merit-based incentives will raise the intensity and excellence of work for everyone. Given these opportunities, our staff and students can arm themselves with skill and experience that can create more options for themselves through their own hard-work. They will have the confidence and where-with-all to contribute their talents to a greater community and thereby will feel more secure remaining in Hong Kong. In highlighting these major tasks, I do not intend to diminish the importance of the development across all the faculties of this University. By 1990, we will be offering a total of 64 postgraduate programmes, including two postgraduate diplomas, by our 49 departments and School of Education. A l l of the departments will be offering study programmes at master's level, and, except eight of them, will also be offering doctoral programmes. Our graduate students now total around 12% of our student body. Faculties of Arts, Business Administration, Medicine, Science, and Social Science are all poised for expansion. By next triennium, all departments will be offering doctoral programmes as well, and the percentage of graduate students will be increased to at least 15% of the student body. Mr. Chancellor, our efforts in the past two years are built on the good foundation laid by my predecessors and our many academic and administrative staff. Undoubtedly, you can readily see that The Chinese University of Hong Kong, with you as our Chancellor, has anticipated your policy decision and we are in an excellent position to take up the challenge of expansion you have highlighted in your speech. Ladies and gentlemen of the graduating class of 1989, you, along with our alumni of this University before you and those following you, are an important sector of the talented human resources and the strength of Hong Kong. Go forth and work hard. The future will be brighter with your efforts. 4
