During the years since the establishment of the Hong Kong Special Administrative Region Government, public governance in Hong Kong has undergone many changes. This course will explain the historical background to the present public governance and its constitutional framework. It will focus on the major changes to various aspects of public administration and on the changing role of the civil service.
