This course aims to critically analyze and assess the policies and services designed to serve children and youth. While the course mainly focuses on the local policies and services in Hong Kong, experiences in overseas are introduced to achieve a comparative perspective. It provides an advanced understanding of key issues, concepts, and skills associated with policy analysis and development of policy alternatives and political action within the human service systems of children and youth. It also examines how services are articulated at various levels of intervention with inter-disciplinary intervention; and in policies and legal aspects that affect the ethical practice of social workers and other helping professionals. In other words, it initiates a preliminary, concerted discussion of the challenge associated with implementing and evaluating children and youth welfare policy.
