  1. The University should adopt a long term policy in following the salary adjustment of the civil servants. This can create a much more stable and predictable working environment for all university employees. The University has recently promised to adopt this policy in the coming triennium.

  2. Instructors should be given the full status and respect as university teachers. The University has recognized Instructors as Teachers and changed the title of Instructors to Lecturers, but other issues such as substantiation are still yet to be discussed.

  3. Criteria for personnel decisions including extension of contract after retirement should be more transparent and consistent. The University promised to look into the matters and come up with a more formal guideline.

  4. Communication between appointed deans and front-line teachers should be improved. Evaluation and comments on deans should be solicited from teaching staff as regular exercises. The University promised to implement a more systematic mechanism to solicit front-line teachers input in evaluating the performance of the deans.

  5. For personnel decisions such as substantiation, promotion and contract renewal for teaching staff, there should be an independent appeal mechanism that handle both procedural and outcome disputes. The University refused to consider this possibility, but we will continue to push in this direction.
