「香港基督教協進會」 (Hong Kong Christian Council)（以下簡稱協進會）為因應香港社會的工業化，於1959年在其常務委員會下設立「工業委員會」 (Industrial Committee )。1967 年香港暴動，協進會了解到過去所提供的救濟事業和福利活動未能讓教會於基層扎根，遂於1968年成立「香港基督教工業委員會」 (Hong Kong Christian Industrial Committee) （以下簡稱工委會），作爲協進會宣教部的附屬機構，推行勞工宣教。據工委會章程，其宗旨為：

　為香港的經濟及工業生活之改善作出貢獻
　見証及闡釋基督信仰對此的關懷
　就影響社會上的經濟及工業生活的事情，採取適當及須要之行動
　促進、推展及聯系教會就香港工業方面的事工
　與本地及海外的其他基督教工業委員會及活動，保持接觸

工委會主要工作包括協調勞工問題、研究及出版、推動勞工立法、舉辦各項勞工教育活動、創辦社區教會、協助籌組工會及參與多項社會活動等至2005年8月止。

工委會（及其前身「工業委員會」）設有執行委員會，由各支持教會派代表擔任執委。歷任執行委員會主席為：

1959：萬華清 (Robert Wan)
1960：葉西山 (Francis Yip)
1961-1963：胡仲揚 (Franklin Woo)
1964：葉西山 (Francis Yip)
1965-1968：胡仲揚 (Franklin Woo)
1969-1970：葉西山 (Francis Yip)
1971-1993：陳立僑 (L.K. Ding)
1994-1995：朱耀明 (Chu Yiu-Ming)
1996-2001：馮煒文 (Raymond Fung)
2002-2005：江大惠 (Joseph Kaung)
2006-2009：陸漢思 (Hans Lutz)

工委會的行政架構，包括主任 (Director) 一名和員工數名。1979 年全職員工共9名，1986 年共 11 名。而根據僱員賠償條例發出的保險通知顯示，1987 至 1995 年間，僱員人數維持 4 到 10 名不等。歷屆主任為：

1967-1969：簡美稼 (Margaret Kane, 1915-2003)
1969-1979：馮煒文 (Raymond Fung, 1940- )
1980-2006：劉千石 (Lau Chin Shek, 1944- )

簡美稼在任期間，主力工作在協調工人、僱主及政府三方面，並推行本土培訓及進行研究，訂立章程、發表報告，為工委會奠下基礎。

馮煒文於 1969 年接任後，積極參與維護工人權益活動，進行勞工宣教，協助成立「社區組織協會」 (Society for Community Organization) (1972- ) 處理工業範疇外的民生問題。工作重點在調查及報道報勞工狀況、研究及提出勞工法例的訂立或修訂（如法定勞工假期 (1971) 及有薪產假 (1975)）、出版《工人周報》報導工人權益受侵害事宜、成立「勞工教育中心」(Labour Education Centre) (1974) 推廣勞工法律知識和創辦社區教會 (1977-1989)（後註冊為「基督勞工教會」(Christian Labour Church) (1989-2007)）進行宣教活動等。

劉千石於 1980 年接任後，工作重點轉向工會事務，工作範圍則由工人事務擴展至廣泛公共事務，及民主政制發展。先後成立「各界反對兩巴加價聯合委員會」 (1980)、籌組「香港社會工作者總工會」 (1980)、成立「工業傷亡權益會」(Association for the Rights of Industrial Accident Victims (ARIAV)) (1981)（後註冊為「工業傷亡權益會有限公司」(2000)）、與「國際食品勞聯」(IUF) 合作成立「工會教育香港聯絡處」(1982)、籌組「各界監管公共事業聯委會」(1982)、爭取120日有薪病假 (1983)、爭取設立「破產欠薪基金」(1983)、參與地鐵工潮 (1984)，參加「代議制綠皮書聯席會議」(1984)、成立「香港工會教育中心」(1984)、爭取設立中央公積金 (1985)、發起成立「民主政制促進聯委會」(1986)、舉辦「支持八八直選簽名運動」(1987)、組織「訪京對話團」(1988)、草擬「基本法立場書」(1988)、籌組「香港市民支援愛國民主運動聯合會」(1989) 、成立「香港職工會聯盟」(1990)；於工委會內設立「外地勞工關注組」(Imported Labour Concern Group)(1991)、「矽肺病工友組」、「工傷工友組」(1991) 和「中國組」(China Program) (1993)，以推動香港和中國大陸工業安全及工人權益等事務。

據 2005年5月30日南華早報報導，劉千石表示工委會將暫停運作。2009年工委會正式脫離協進會，註冊成為「香港基督教工業委員會有限公司」。
