T h a t Repo rt describe s th e earl y effort s t o pool resources , t o coordinat e procedures, t o establish researc h organizations , t o i n t roduce ne w areas o f i ns t ruc t i o n an d research , an d t o ob t a in an d develo p th e new campu s site .
