T h e fo llow in g are extracts o f the R epo rt: On the Need “ T h e 'sign ifica n t c o n trib u tio n ' (F u lto n Report, 267) th a t is expected o f this U n iv e rs ity 's graduates is the teaching o f Chinese and other subjects in m iddle and secondary schools. T h e p u b lic has expressed anxiety over the d w in d lin g supply o f such teachers from sources outside H o ng Kong. I t is h ig h ly desirable fo r the Chinese U n iv e rs ity to produce them at an early date. “ In order to delineate this demand, a simple ques tionaire was sent to 107 m iddle/secondary schools in June, 1964........ we learn from the responses tha t the num be r o f teachers req u ire d w ill be more than the present system o f professional tra in in g in H o n g K o n g can supply. “ Besides the need o f employers, we have taken in to consideration also the num be r o f Chinese U n iv e rs ity students who intended to choose teaching as th e ir profession. T h e to ta l is 161 fo r 1965. “ In view o f the need expressed by the comm u n ity in general, and by some employers and students in p a rtic u la r, we recommend th a t a School o f Education be established by September, 1965. T h is is in harm ony w ith the F u lto n C omm ission's recomm endation to set it up at an early stage.” On the Function “ We recommend th a t the School o f E du cation should offer in itia lly a one-year postgra­ duate course in teacher education leading to the D ip lom a in E ducation m a in ly fo r graduates o f th is U n ive rs ity. A co ro lla ry o f th is fu n c tio n is th a t the School should prepare m a in ly teachers using Chinese as the m edium o f in s tru c tio n . “ W e do n o t ru le out, however, the p o s s ib ility o f p ro v id in g fa cilitie s fo r advanced study and research in education leading to the award o f higher degrees ； and p a rt-tim e study leading to a postgraduate ce rti ficate in education fo r selected graduate teachers in H o n g K o n g . B u t bo th categories should belong to a late r stage o f developm ent." On the Size o f Enrolment " I n view o f the lim ite d fu n c tio n recommended in Section I I ， it fo llow s th a t the in itia l en rolm e nt should be lim ite d , and we recommend th a t the School should enrol 40 graduates from this U n iv e rs ity in 1965/66, and th a t the po sition should be reviewed in 1966/67 in the lig h t o f the actual demand fo r places by graduates and the em p lo ym ent rate.” T h e C omm ittee members were: M r . A ttw e ll was also a m em ber p rio r to his de­ pa rtu re from the Colony on home leave. O n the recommendation o f the V ice -C hance llo r, the C o u n c il has appointed M r . H .T . W u , Registrar o f the U n iv e rs ity , to be con cu rre n tly D ire c to r o f the School o f E ducation pend ing the ap po intm en t o f a perm anent Professor. T h e school w ill be housed on the th ird flo o r o f L iu Chong H in g Bank B u ild in g on N a than Road.
