This will gradually and painlessly evolve the system into the appropriate new management structure with a smooth redeployment of manpower. In the course of the evolution some of the current functions will be reorganized or discontinued. The first action to be started will be: —Reviewing the personnel policy and restructuring the Personnel Section of the Secretariat. Triennium planning We are starting our 1991-94 triennium planning. I will be working with many of you directly and through the various academic and administrative leaders so that your valuable inputs will guide the overall plan. Many tasks are awaiting to be started, and started they will be in the next few months. Please remember that we have the mission of building our University to meet our educational ideals. By the sweat of our brows we shall accomplish our mission. This open letter provides a broad brush strategic plan. From time to time, 1 shall provide further arguments for priority setting and resource allocation for the growing list of actions.
