理學士、教育文憑、教育行政碩士（中大）、哲學博士（英屬哥倫比亞大學）。曾任香港小學及中學教師，學生能力國際評估計劃PISA 2000、2003、2006、2009、2012 、2015香港首席研究員， UNESCO/NEQMAP亞太區教育素質評估網絡督導委員會委員；學童身心靈健康國際評估計劃HBSC 2017/18香港首席研究員，OECD/PISA 計劃分析及發佈組主席及委員；澳門PISA 2003、中國PISA 2006 測試、上海PISA 2009顧問，美國賓夕凡尼亞州州立大學(2004)及約翰霍普金斯大學(2010)福布萊特訪問學者，世界銀行對印度教育研究及培訓顧問，華南教育及發展研究計劃研究員；家庭與學校合作研究計劃首席研究員; 香港青年中學及畢業後路向研究計劃首席研究員 (HKLSA 2012-2022) 。曾任教科目包括：學校改革及學校效能；學校教育的架構和過程；香港教育政策與實踐；家庭、學校、社區的協作；教育與社會；課堂與學校情景中的量化分析。研究興趣包括：家長參與子女教育；家庭、學校、社區的合作；學校效能及學校改革；權力下放及校本管理；教育政策研究；教育研究的多層廻歸統計分析。
