Oral Proficiency Assessment (COPA)
INTRODUCTION
The
Yale-China Chinese Language Centre (CLC) of The Chinese University
of Hong Kong (CUHK), as one of the largest institutions of its kind
worldwide, offers language-related services in three major areas:
(1) proficiency-oriented language teaching in Chinese; (2) publication
of teaching materials and dictionaries; and (3) proficiency assessment
in both Cantonese and Putonghua.
COPA OPERATIONAL PROGRAM
Proficiency
assessment is one of the research areas maintained by CLC. All assessment
tools used by CLC, while serving students at the University, are also
made available to the public. Learners who want their speaking proficiency
assessed could obtain an objective evaluation based on principles
in testing and linguistics. The operational COPA program is designed
to assess the communicative ability in Putonghua and Cantonese for
learners with various cultural and linguistic backgrounds.
LANGUAGE
PROFICIENCY CERTIFICATE
A
certificate issued by CLC of the Chinese University of Hong Kong,
with a description of the proficiency level attained during the assessment,
will serve as an indication of the examinee's speaking ability. Such
a certificate is mainly used as a supporting document for various
academic and practical purposes, such as credits waive at the university
level, or proof of language ability for employment.
APPLICATION
PROCEDURE
Contact CLC for an application form, then complete
and return it with a check for HK$900 (payable to CUHK, of which $100 is application fee). The application
fee will not be refunded once the application is processed. Although
the COPA is offered as a public service rather than a commercial testing
program, CLC must cover costs arising from the operation.
SCORE
REPORTING
An official report will be sent to the examinee two
months after the testing date. One additional report will be sent
free of charge to the institution designated by the examinee on the
application form. All subsequent requests within two years from the
date of the examination to send the official report directly from
CLC should be accompanied by a check of $50 (payable to CUHK).
COPA HISTORY, FORMAT, SCALES AND EXPLANATIONS
The
COPA follows similar testing principles used in the Chinese Speaking
Test (CST) developed in 1986 by the Center for Applied Linguistics
in the United States. The CST is part of an on-going research project
funded by the US Department of Education. While taking the COPA, the
examinees hear the test directions in their mother tongue (English,
Japanese, Korean, Cantonese or Putonghua) from the computer and respond
in the language being assessed (Putonghua or Cantonese). Their responses
are recorded and stored in the computer, to be evaluated by two specially
trained COPA raters. The test lasts approximately 30 minutes, with
tasks covering a wide range of topics and speech functions. The COPA
has an 8-point scale based on the Proficiency Guidelines developed
by the American Council on the Teaching of Foreign Languages (ACTFL).
Each of the 8 points is accompanied by a corresponding description,
which characterizes speakers at different levels of proficiency. The
rationale in scoring the COPA is to find the level at which the examinee
consistently fulfills the speaking functions.

主辦機構簡介
雅禮中國語文研習所創於一九六三年，由新亞書院及美國雅禮協會聯合主辦，一九七四年開始成為中文大學的一部份。該所的主要服務包括（１）為大學本科生和國際學生提供語言訓練，（２）出版教材和字典，（３）為社會提供普通話和廣東話口語能力標準化測試服務。
COPA 評核項目簡介
語言水平測試是研習所的研究項目之一，粵語版的普通話電腦口語水平評核是本所專門為香港人設計的測試，主要目的是評估香港人在實際生活中運用普通話的能力。這一類測試的重點是語言能力,而不是語言知識。用一個簡單的比喻,就是看你能用不同材料建成甚麼樣的房子，而不是看你的倉庫裏有甚麼建築材料。除了粵語版以外，COPA還有其他語言的版本，為不同語言和文化背景的人服務。
語言能力證書
參加測試的考生均可獲得由中文大學雅禮中國語文研習所發出的證書，以及對考生實際運用語言水平能力的描述。每個等級都有相關的描述，具體介紹屬于這一等級的考生所能做的事情。該證書可供考生做為口語能力證明文件。
申請程序
請洽本所評核項目協調員索取報名表，填妥申請表後，連同支票（港幣九佰元，其中壹佰元為報名費，抬頭請寫香港中文大學）寄香港中文大學雅禮中國語文研習所，本所職員會儘快安排應試時間及地點。申請一經辦理，報名費概不退回。
成績報告
評核結果將於考試後兩個月寄給考生本人。主辦機構可以免費把正式證書副本寄往考生在報名時填妥的機構。從考試日期起兩年內，考生可書面要求主辦機構把證書副本直接寄送其他學校或公司，每次每份證書收費五十元（HK$50）。
COPA 的歷史、形式、等級和說明
從上世紀八十年代開始，美國應用語言學中心在美國教育部的資助下，開始了一個口語水平測試的大型研究項目，漢語模擬口語水平面試（Chinese Speaking Test, 簡稱CST）是早期成果之一。COPA根據CST的原則，結合粵方言區的特點，採用電腦以隨機方式合成試卷。考生通過耳機聽到母語的指示和題目說明，同時在電腦顯示器上看到書面指引，答案則由電腦同步數碼化並存檔，再由專業評核人員按標準參照評分。評核的主要指標是通過所獲得的語料，看考生是否能在某個特定的水平上按題目的要求用恰當的語言提供答案。測試時間大約三十分鐘，題目來自與日常生活有關的各個領域。COPA成績參照美國外語教學委員會口語水平大綱的描述，共分四級八等，每一等級都有文字說明，具體解釋該等級考生的語言能力和特點。
