 Radius of plot dot for smallest value:

Data is in a contingency table of counts
   All cells must have a value (use 0 and not blank for empty cells
ds = Radius of Dot with the lowest cell count (lc) that is more than 0
   Diameter of dot with count c = sqrt(ds x ds x c / ls)
