Dr. James F. DOWNES is a Lecturer in Comparative Politics and Head of the Undergraduate Admissions and PR Panel in the Department of Government and Public Administration at CUHK. James also serves on the Programme Management Executive Committee of the MSSc in Public Policy Programme (MPUP) and teaches on the MPUP Programme, the Greater China Programme (GPGC) and the Global Studies Programme at CUHK.
He is the Chair (Head) of the Faculty of Social Sciences Student Discipline Committee at CUHK and serves on the Senate Committee for Student Discipline (Panel of Judges). James is also Co-Director of the International Affairs Research Centre at The Hong Kong Institute of Asia-Pacific Studies (CUHK).
James is a Senior Research Fellow and Head of The Populism Research Unit at The Centre for Analysis of the Radical Right (CARR, UK). He is a Research Fellow (Honorary) in The Global Europe Centre at the University of Kent/Brussels School of International Studies (UK/Belgium) and at The Centre for Research & Social Progress (CeRSP) in Italy.
He has also been a Visiting Scholar at the European Union Academic Programme Hong Kong (EUAP) and at The Brussels School of International Studies (Belgium). He previously worked in the Department of Politics and Public Administration at The University of Hong Kong (HKU). He also holds an Advanced Certificate in Statistics (Multilevel Modelling) from the University of Oxford (UK) and Methods for Evaluation Research (Public Policy) from The Essex Summer School in Social Science Data Analysis.
He has provided regular media analysis relating to European (Brexit and Populism) and EU Politics for CNBC, CNN, BBC, SCMP amongst others. His articles have appeared in prestigious outlets such as JCMS: Journal of Common Market Studies, Electoral Studies, Routledge, alongside Columbia University Press/ibidem Verlag (Forthcoming), SAGE (Forthcoming) and The London School of Economics & Political Science (LSE) EUROPP amongst others.

Downes is a passionate believer in research informing teaching and is committed to internationalization in Higher Education. He holds a Postgraduate Certificate in Teaching, from the University of Kent (UK) and a Professional Certificate of “Excellence” in Teaching from The Chinese University of Hong Kong.
Downes draws on a wide range of Applied Flipped classroom teaching methods, such as Simulations (Model EU), Online Lectures & Group Discussions via Live Online Zoom & Panopto Softwares (with the Zoom Break-Out Feature), small scale interactive Tutorial style learning in Cafés alongside Applied Data Lab sessions and Online Group Project Presentations.
Downes teaches courses related to Comparative European Politics; Governance of the European Union; Global Populism, alongside Political Research Methodology (Quantitative Methods & Polling) and Globalization (International Relations), in the Department of Government & Public Administration, alongside Global Studies and on the MSSc in Government and Politics (Greater China) at CUHK. |
