Student Honour Code Committee

The Student Honour Code Committee (SHCC) is formed by the Assembly of Fellows, consisting of students only, to manage the Student Honour Code.
    
Membership and formation
    
(a) The SHCC shall consist of 5 members (1 Chairman and 4 committee members) elected annually for a term of office of one academic year by and from among the student members of the College.
     
(b) Unless the Assembly of Fellows decides otherwise, elections to the SHCC shall be held in Week 10 of Term 2 each year.
    (c) The elections referred to in paragraph (b) shall be conducted in accordance with rules to be adopted by the Assembly of Fellows.
      (d) The terms of office for all members elected shall commence on the first day of the academic year following their election.
        (e) One member of the SHCC shall be elected by all members of the SHCC to serve as Chairman and who shall have observer status at meetings of the AoF, subject to such conditions as the AoF shall decide from time to time.
          (f) No person who holds office as a member of the Executive Committee of the Students’ Union of the University or the Executive Committee of the Students’ Union of the College may simultaneously be a member of the SHCC.
            (g) No person who will not have attained the age of eighteen years by the beginning of the term of office referred to in paragraph (a) shall be eligible for election to the SHCC.
              (h) In the event of a vacancy caused by resignation from the SHCC, departure from the College, the operation of paragraph (f), or any other reason, the remaining members of the SHCC shall elect a replacement to serve out the remainder of the term of office of the former member.

                The 8th SHCC was elected in mid-April 2020 by the student body and their term of office will begin on the first day of the academic year 2020–21. The membership is shown below.

                Student Discipline Committee

                Terms of Reference
                1. To develop, recommend to the Assembly and periodically keep in view the Code of Conduct for students, both as members of the College and as hostel residents
                2. To develop, recommend to the Assembly and periodically keep in view the Disciplinary Procedures for handling student misconduct
                3. To form Disciplinary Panels to hear, decide and where necessary recommend penalties in the case of complaints on student misconduct
                4. In the event of appeals against the decision of the Disciplinary Panels to act as the appellant body and to rule on the appeal
                5. To refer cases to the Senate Committee on Student Discipline where required by University Regulations, because of
                6. (a) the nature of the alleged offence,
                  (b) the severity of the penalty recommended, or
                  (c) an appeal against a decision of the Committee

                7. To handle any other tasks assigned by the Assembly of Fellows

                Honour Code & Student Discipline

                At CW Chu College, all members are expected to conduct themselves with honesty, integrity and courtesy, and to comply with all University, College and Hostel regulations.  The Honour Code and the Student Honour Code Committee are at the heart of this set of expectations, and emphasize appropriate behaviour rather than disciplinary actions; these are supplemented with College procedures and bodies for dealing with a small subset of more serious problems.  The sections below explain how these work together.

                Overall Framework

                The overall framework for Student Discipline consists of two branches:
                • The Honour Code to be managed by students themselves through the Student Honour Code Committee (SHCC), covering the vast majority of cases.
                       
                • A set of regulations on Student Discipline to be managed by the Student Discipline Committee (SDC) under the Assembly of Fellows, covering those cases where there is a referral or appeal from SHCC, or those areas where the nature of the case does not allow delegation to students (e.g., matters involving academic honesty, or potentially serious offences that may lead to sanctions through the authority of the University Senate).

                Honour Code

                General principles

                CW Chu College trusts you and expects much from you. Instead of an administration-centred student discipline system, CW Chu College encourages character formation, personal responsibility, honesty, mutual respect and support. Together with your fellow students, you will pledge to abide by an Honour Code:

                ‘As a student member of the CW Chu community, I pledge on my honour to comport myself with honesty, integrity and courtesy in my academic and personal life. I understand that failure to observe these standards violates the Honour Code and undermines the community of trust and respect, of which we are all stewards.’

                Together with your fellow students, you will take primary responsibility for managing the Honour Code and dealing with any behaviour that is not consistent with it — with maturity and in a spirit of self-governance.

                  

                Pledging the Honour Code

                All students will pledge the Honour Code when joining CW Chu College. For students of the 2016 cohort, the pledging ceremony will take place during the Extended Orientation.


                The Student Honour Code Committee

                A Student Honour Code Committee (SHCC) has been elected by the students to manage the Honour Code. It formally assumes office upon the start of the academic year 2016–17.

                 

                Relationship with other disciplinary policy and procedures

                Refer to the detailed Procedures approved by the Assembly of Fellows. These Procedures explain the division of responsibility between the Student Honour Code Committee (SHCC) consisting of students and the Student Discipline Committee (SDC) consisting of Fellows and other academic personnel affiliated with the College. The SDC will handle, for example, matters involving academic honesty, matters referred to it by the SHCC, or matters dealt with by the SHCC but which are subsequently referred to the SDC, either on appeal by the student who was the subject of the complaint, or by the Master for reconsideration.
