Student Union Constitution

The Provisional Student Union produced the main heads of the Constitution, which were approved by the student body on 6 December 2012.  The full draft of Constitution was approved by the student body on 17 April 2013, and then by the Assembly of Fellows on 18 April 2013.   Final textual and typographical amendments were approved through Circular votes by the student body and by the Assembly of Fellows on 3 May 2013.

The Constitution was endorsed by the Administration and Planning Committee (AAPC) of the University at its 6th (2013) meeting on 14 May 2013, and approved by the University Council at its 3rd (2013) meeting on 18 June 2013.

The Constitution comes into force on 19 June 2013, and the full text can be found as below

Representative Council

Definition

The Representative Council is the highest body for the daily supervision of the Student Union of CW Chu College, and acts as the representative for members of the Union; it is responsible for supervising the Executive Council and Affiliated Societies, as well as other affairs as prescribed by the Constitution of the Student Union of CW Chu College. It shall be answerable to the General Institution and any Joint Conference. 

Powers and Duties

The powers and duties of the Representative Council are stipulated as follows:

A. Implement the Constitution of the Student Union of CW Chu College and the decisions of the General Institution and any Joint Conference;

B. Interpret the Constitution of the Student Union of CW Chu College, review the operation of this Constitution and submit to the General Institution any proposal for amendment of this Constitution;

C. Draft or amend subsidiary Bylaws, and submit the same to a Joint Conference for approval thereof;

D. Manage membership affairs;

E. Convene meetings of the General Institution and also Joint Conferences;

F. Supervise the Executive Council and Affiliated Societies;

G. Manage the financial affairs of the Union;

H. Coordinate the affairs of the Union;

I.  Appoint an Election Committee to be responsible for conducting any election;

J.  Approve the resignation of Representative Council Officers, and submit to a Joint Conference any motion for the dismissal of Representative Council Officers.

Executive Council

Definition

The Executive Council is the highest institution of the Union in its daily executive operation, and it is supervised by the General Institution, any Joint Conference and the Representative Council.  

Powers and Duties

The powers and duties of the Executive Council shall be as follows:

A.  Execute the Constitution of the Student Union of CW Chu College and the decisions of the General Institution and any Joint Conference; 

B.  Submit motions to the General Institution and any Joint Conference;

C.  Manage executive and operational matters of the Union;

D.  Represent the Union in the College, the University and to the public, and upon proper evidence express members’ opinions;

E.  Where appropriate, submit to a Joint Conference for reviewing the decisions of the Representative Council;

F.  Approve any resignations of Executive Council Officers, and where appropriate submit to a Joint  Conference motions for the dismissal of Executive Council Officers.

The 6th Representative Council of the Student Union of CW Chu College

The by-election of the 6th Representative Council (RC) of the CWCSU was completed on 9 January 2020. Five candidates were declared elected by the Election Committee as members of the 6th CWCSURC. The composition of the new RC is as follows:

Residents’ Association

The term of office for the 5th Residents’ Association of CW Chu College (CWCRA) was ended in late January 2020. As the number of candidates interested to run the RA did not meet the required target, a provisional administration committee comprising 5 members of the 5th CWCRA has been formed in accordance with Article 37–40 of The Constitutions of the Residents’ Association of CW Chu College. Its composition is as follows:
