As stated in CUHK’s Academic Development Proposal (ADP) for 2016-2019, institutional advancement in eLearning is one of the University’s major directions for development, and the construction of micro-modules to support flipped classroom will be widely promoted. To support these developments, funding was provided by the Resource Allocation Committee (RAC) to offer Micro-Module Courseware Development Grants in October 2014, and 24 projects across all faculties were supported on a competitive basis by the grant scheme. Reports of the projects supported by the grants together with deliverables produced by these projects are available here.
The initial success of the 24 projects and hence the funding scheme calls for the continuation and extension of the scheme. A total of $15.254m additional funding has been secured from University Grants Committee (UGC) to support eLearning development, out of which $13.5m will be used to support three different micro-module courseware development grant schemes in three consecutive years starting from 2015/16 as follows:

While all the three schemes promote the use of micro-modules for flipped classroom, the three schemes have different emphases as described below.
- Scheme 1: to set up exemplary examples for micro-module production and flipped-classroom implementation
- Scheme 2: to promote the use of eLearning and eLearning studies in foundation courses with large number of enrolment and multiple sessions
- Scheme 3: to promote and build capacity for pedagogy research on eLearning.
The grants will be managed and monitored by the Subcommittee on Education Technologies of the IT Governance Committee (ITGC-SET). Specifically, grant proposals will be reviewed and selected internally by a Review Committee appointed by ITGC-SET.
The tentative schedule of call for proposal and grant release date for 2015/16 are tabulated as follows, the schedule for the next two years will be evaluated and revised by ITGC-SET. While the expected duration of projects funded by the three schemes is one year, all proposals supported by these schemes must be completed by 31 October 2018 so as to tally with the end date of the UGC additional funding. A consolidated CUHK report will have to be submitted to UGC by 30 November 2018.
