Reforming Civil Service When Employees are Unhappy

A Longitudinal Study of Job Satisfaction of Local Environmental Enforcement Officials in China

Abstract:Based on interviews and multiple surveys, the paper traces the changes in job satisfaction levels of local environmental enforcement officials in Guangzhou over the past 15 years (2000-2014). It also examines the contextual changes that have accompanied the variation in job satisfaction over this period. The analysis highlights some of the unintended and negative consequences of recent form efforts for professionalizing the environmental bureaucracy and holding enforcement officials rigidly accountable for job performance.
