Abstract:This lecture will take the Min River in Sichuan as a case for exploring water usage for irrigation and hydropower in the PRC. I will first introduce the ancient irrigation engineering system Dujiangyan and its continued importance to agriculture in Sichuan. I will then discuss the three main periods of hydropower development along the Min River and how negotiations over water resources take place at a reservoir, across the watershed, and beyond the watershed. One goal of the talk is to consider how the wide-reaching negotiations over water resources allows hydropower officials to accumulate social and political power.
