T h e procedure was approved by the C oun cil in a recent meeting. T h e V ice Chancellor's statement reads as follow s: " T h e Academ ic P lanning Comm ittee (APC ) re called that the P rovisional C oun cil o f the U n iv e rs ity resolved tha t the retirem ent age should be 65, b u t this was not approved by Governm ent fo r subven tio n purposes. Recently the V ice-C hancellor obtained G ove rn m ent's agreement to a one-year m ora to rium on the retirem en t rule fo r the year 1964-65. However, it w ill be necessary to produce a policy w h ich is not on ly acceptable to Governm ent, b u t also serves the best interests o f the U n iv e rs ity and its staff. I t is realized tha t retirem ent at the age o f 60 is required in accordance w ith Statute 18 o f the U n i versity O rdinance, and therefore could not be changed w ith o u t amending the Statutes. However, the APC recommended tha t the College Councils should consider the fo llow in g categories o f s ta ff:— (i) Those who w ill be retired by 30th September, 1965; (ii) Those who w ill be retired by that date if s u it able replacements are available (this im plies that the posts w ill be advertised); (iii) Those who m ig h t be recommended fo r a one- year extension from the above date. I t was agreed tha t the College Councils are expect ed to rep o rt on category (i), b u t should make re commendations to the U n iv e rs ity concerning catego ries (ii) and (iii). Such reports and recommendations should be forwarded by the Presidents concerned to the V ice-Chancellor, not later than the end of January 1965; and the V ice-Chancellor, after due consideration, w ould subm it them w ith his recom mendation to the U n iv e rs ity Council. Extension approved by C oun cil entitles the incum bents to superannuation benefits fo r the extended period. T h e A PC agreed fu rth e r that on ly in very excep tion a l circumstances would the U n iv e rs ity consider extension beyond the age o f 65. Instances o f very exceptional cases are distinguished scholars o f in ternational repute and teachers o f critic a l importance to the operation o f the College or the U n ive rsity. In all such cases the appointee w o u ld continue to be a member o f the Superannuation Fund. T h e APC rem inded its e lf that extension over CO is subject to the physical fitness o f the staff concerned. W ith regard to the passages fo r over-aged staff on overseas terms the APC agreed that the College concerned, or the U n iv e rs ity as the case may be, should pay passage from the overseas te rrito ry to H o ng Kong, b u t that if the staff concerned had to re tu rn home after one year's service, he should pay his passage fo r the return trip to his own country. I t was agreed in princip le , however, that generally in cases like this there should be im p lic it agreement to extend the services to two years, thereby e n titlin g the incum bent to fu ll fares fo r the re tu rn journey.
