Speaker’s biography:
Mr. Dick Lee, retired Commissioner of Police, joined the Hong Kong Police in 1972 and served in a variety of posts in both crime investigation and general uniform branch policing. Between 1990 and 1992 he was seconded to the U.K. National Police Staff College, Bramshill as a member of the directing staff. In 1997 Mr Lee took charge of the security operations for the handover of sovereignty of Hong Kong and the World Bank/IMF Annual Conference. His appointment as Commissioner of Police was effective from December 2003 and he retired in January 2007 after 34 years active service in the Hong Kong Police. Mr. Lee graduated from the Chinese University of Hong Kong in 1972. Sponsored by the Hong Kong Police he attended a public administration course at Oxford University, U.K. in 1985 and a China studies course at Tsinghua University, Beijing in 1993. Mr. Lee was awarded the Gold Bauhinia Star, Queen’s Police Medal, Colonial Police Medal for Meritorious Service and the HKSAR Chief Executive’s Commendation, together with the Colonial and HKSAR Police Long Service Medals during his service.
